Bandwidth Hog

My widows laptop is running very very slow and using up all my ADSL bandwidth.
Service Host: Local System(21) seems to be the culprit.

heres what the gregorys service says,auto trans 8.9L
Procedure
Allow engine to cool
Flushing
Remove the cap from the surge tank
Remove the drain plug from the bottom of the radiator
Once the system is completely drained, flush the radiator with fresh water from a garden hose until water runs clear
Remove the overflow hose from the coolant recovery reservoir( expansion tank). Drain the reservoir and flush it with clean water, then reconnect the hose
Refiling
Refit the drain plug & tighten
Place the heater temperature control in the maximum position
Loosen the coolant supply tank hose at the thermostat ( this allows all the air to be pushed out as you fill the system)
Slowly add the new coolant to the radiator ( expansion tank ) until it is full ( I buy the right coolant from Ford) Keep filling until a stream of coolant flows from the thermostat housing fitting, then reattach the hose. Add coolant to the reservoir ( expansion tank) up to the Full Hot Mark
Leave Expansion cap off & run the Engine ( until the thermostat opens & coolant begins flowing thru the radiator ) & let it cool. Add more coolant to bring the level back to the expansion tank filler neck
Squeeze the upper Radiator hose to expel air,then add more coolant if necessary.
Refit expansion tank Cap
Run Engine, allow to reach normal operating temperature, & check for any leaks
NB if buying coolant from Auto shop, also buy distilled water( coolant in the system must 50/50 mixture water & anti Freeze/ anti corroision )

VPN Won't Connect

A fellow at work can't connect to the work VPN.
I have a working VPN connection.  We are both on Vodafone.  I can connect using my phone as a hot spot so that exonerates them.  They are not blocking ppptp.

I created a new connection -> won't connect.  Just sits there with a little spinner doing it's thing.

1. Turned OFF windows firewall
It connected.  Took several minutes.
2. Turned the Firewall back on. 
Still connected.
I'm confused!
