Easier said than done. The prices shown when you search tended to be about half what one eventually pays.  Sometimes that's because of the one way fee.

I tried to do Avis. They could do a return at Rize airport but required a phone call to arrange. Rize airport is 40km from Rize. I suspect that what happens is that they drive from Rize to meet you. I tried calling the number but they did not speak English and asked me to text.  That ground to a halt.  Gave up. 

Went with Budget.  Their one way fee was twice the Avis one way fee but Rize town showed up in their Web site booking system. 

When I went to pick up the car,  the Budget office turned out to also be the Avis office. The girl had a jumper on with both logos embroided on it.   So I suspect, if I'd gone with Avis, I would have saved AU$200 and been able to drop it at an office in Rize.
