Observed Windows 10 has automatically installed the printer. -> Did nothing

We have a XP-235 ink jet printer & flat bed scanner.
PROBLEM
The problem is how to set it's IP address.
Currently it is connected to our LAN and has received it's IP address from the ADSL modem wireless router.
I would like it to have a fixed IP address.

In the downloads section they provide a configuration tool "EpsonNet Config" that one downloads and installs on your pc - Done.
We click the button for Manual IP address
Enter the desired IP address
And click "Transmit" button (Not shown on this grab - it's at the bottom of the screen)
And we get an error.
Now we were able to chaneg the printers name using this method. So I suspect the problem is confined to tje changing of the IP address.
WHY would I like a fixed IP address.
Well one reason is that I like infrastructure like routers and printers to have fixed IP addresses.
In this case though, whenever the IP address changes, then you have to run the Epson scan setting program before the scanning program will work. Until you run Epson Scan Settings, the scan program can't see the scanner.
